"IU" refers to International Units. It is an agreed upon standard of vitamin potency that cannot simply be converted to milligrams due to the fact that different substances have different conversion rates. It is best to compare the number of IUs for a given supplement, vitamin E for example, to the RDA values, clinical trial dosages, or values within that particular family of vitamins. This will make certain IU values become more familiar to you.
The 40 IU of vitamin E is actually greater than the US recommended daily allowance of vitamin E, although RDA values are all extremely low. Many people take in the range of 100 IU to 400 IU daily and therapeutic dosage can be much higher than that.
Evening primrose has been prescribed for PMS or menopausal symptoms, particularly breast pain and tenderness (It is a first-line treatment for breast pain in several European countries). It is a rich source of gamma-linolenic acid (GLA), an essential fatty acid in the omega-6 family known to have anti-inflammatory properties. Outside the US, evening primrose oil is used to treat eczema and atopic dermatitis. As far as HRT is concerned, there is research available that suggests that it would be beneficial for this application.
